Tesco's Goodmayes development update. January 2025

Our understanding of the current situation, E&OE.
The Tesco Goodmayes redevelopment plan, (call it Plan A), was approved on 30th May 2022 and includes a new larger store, 14 tower blocks up 22 stories including 1280 flats and a school.
Plan A becomes null and void if work is not commenced by 30th May 2025 This would then require any development to start from scratch again with a new planning application.
On 20th December Weston Homes submitted a Phasing application to remove part of the covered walkway in the car park.
They have also requested a Certificate of Lawfulness stating that should the new phase, (walkway) be started before 30th May 2025 then it is deemed the complete development complex stated within Plan A has commenced therefore saving the need for future applications.
On 9th January 2025 Weston Homes applied for permission to make non-material changes to Plan A stating the amendments can be seen in Appendix A and B. Appendix A and B were not originally available for public viewing on the Council website planning application therefore making it unclear as to what these non-material changes were. Subsequently residents requested the Council for clarification and transparency, Appendix A and B have now been added to the entry.
Redbridge Council also state they are expecting an S73 application to be submitted by Weston Homes sometime in the future. An S73 application, we believe, allows the applicant to make changes to the originally approved plan. It is believed the changes will include higher tower, increased flat numbers, removal of school, addition of a hotel.
Should a S73 application be submitted and passed by the Council there is a possibility that amendments to the existing Plan A can be done without full public consultation, inspection or objections being lodged.
These recent applications are relatively small as far as legal planning requirements are concerned but we feel have very significant implications as to the future content and size of development. Are local residents being made fully aware of the dramatic implications to their way of living that the gross over development of the Ilford to Chadwell Heath High Road will have on them and their families. We think not. The Tesco site is only one of many current and potential developments in the Seven Kings, Goodmayes and Chadwell Heath Wards. In fact, the Ilford and Seven Kings Wards have already accommodated on over 30% of the total Boroughs residential increase.
Also, following recent surveys, there is evidence that by allowing the amount of development's as planned to go ahead the Council may breach both the World Health Organisation and UK Air Quality target limits for Air Quality Management Areas of which Goodmayes is one. Air quality is a major factor in living standards, health and mental ability, particularly regards children and the elderly.
It is very difficult to know what to do when the Council is under pressure from Central Government to build but the consequences of these pressures could have extremely negative effect on those living and working in the area.
